Legislation raising the federal minimum age to purchase all tobacco products from 18 to 21 was signed into law by President Donald Trump on December 20. It was anticipated that the law would take effect in 2020 after the Food and Drug Administration (FDA) issued regulations implementing it. However, FDA issued a notice on its website that the law is effective immediately, stating, “It is now illegal for a retailer to sell any tobacco product—including cigarettes, cigars and e-cigarettes—to anyone under 21.”
